 BILL CHARMLEY has worked for the Environmental Protection Agency (EPA) since 1992.  During the past 29 years he has worked on a variety of fuel, engine and vehicle emission control programs, including the 2004, 2007, and 2010 highway heavy-duty diesel standards; EPA’s offhighway farm and construction engine diesel standards program; the Tier 3 light-duty vehicle and gasoline fuel sulfur control standards; greenhouse gas emission standards for light-duty vehicles, heavy-duty engines and vehicles, ocean-going vessels and aircraft; and the renewable fuel standards program.

Mr. Charmley is currently the Director for the Assessment and Standards Division, where he is responsible for developing vehicle, engine, and fuel environmental air quality regulatory standards for all transportation sources in the United States, as well as the development and ongoing improvements to EPA’s official air pollution emissions inventory forecasting model for highway and nonroad transportation sources.  Prior to his current position, Mr. Charmley was the Deputy Director for Assessment and Standards Division from 2005 – 2012.  Mr. Charmley was EPA’s Director for the On-road Heavy-duty Center in Ann Arbor, Michigan from 2003 – 2005, which is responsible for the development of EPA’s highway heavy-duty diesel and gasoline standards, and from 2005-2007 Mr. Charmley was the EPA’s head of delegation to the United Nation’s World Forum for the Harmonization of Vehicle Standard’s Group of Experts on Pollution and Energy.

Mr. Charmley has a Bachelor of Science degree in Physics from Alma College, a Bachelor’s in Engineering Physics and a Master of Science in Atmospheric Science from the University of Michigan in Ann Arbor.  Bill has been a member of the Society of Automotive Engineers for more than 30 years.  He is married, has two sons, and lives in Beverly Hills, Michigan.
