Connected vehicle or vehicle-to-everything (V2X) technology is designed to enable vehicles to communicate with one another, along with surrounding infrastructure, pedestrians, and other road users. V2X technology is critical for reducing crashes, improving safety, and traffic management, and coincides with advancements in automated driving systems. CAR completed a study in early 2025 focused on connected vehicle regulations and examined the state of connected vehicle deployment in the United States.
Connected vehicle regulatory environment analysis: CAR conducted a regulatory impact analysis to provide insights about the current state of connected vehicle policies impacting vehicle communication for road safety, in the context of the rulings from the Federal Communications Commission (FCC).
Analysis of domestic connected vehicle implementation: CAR analyzed domestic and international activities of automakers regarding deployment of connected vehicle technology, including a review of connected vehicle pilot programs and federal funding to support nationwide infrastructure development and a cost-benefit analysis of vehicle and infrastructure capital investments.
Prioritization framework for V2X application deployment: CAR developed a dynamic model of connected vehicle use cases to help prioritize domestic deployment of V2x applications for road safety, traffic management, and fuel efficiency.
